Early Bird:  Accountability System


On June 26, 2018 the BESE approved the new Accountability System for schools in the Commonwealth.  Although it was not a unanimous vote it was clear that Commissioner Riley would be looking at the implementation of this system and would be reviewing and possibly editing with the approval of the BESE.  Thank you to Rob Curtin from DESE for joining us to explain in detail the new system.

1:00 p.m.    “The Janus Decision":  A Need-to-Know Guide for School Administrators

In this program, Attorney Marc L. Terry, Chair of the School Law Group at Mirick O’Connell, will review the recent Janus decision, in which the Supreme Court held that public sector employees cannot be required to contribute financially to unions.  Marc will address the direct and indirect implications of the decision and what school districts need to do now to ensure compliance.  He will also offer some thoughts as to how the State Legislature may follow through on its intention to support public sector unions in Massachusetts.


Attorney Terry has been practicing school law, with an emphasis on labor relations, for more than 20 years.  He is currently a member of the Board of Directors of the National Council of School Attorneys, one of just two attorneys in Massachusetts to have been elected to that position, and previously served as the President of the Massachusetts Council of School Attorneys.  He is a frequent speaker at the annual MASC/MASS Joint Conference and presented on labor relations at the national conference of the National Council of School Attorneys.”
